Staffing within the GIS Consortium is provided by a Professional Staffing Service Provider. This organization provides all the necessary professionals to Consortium members.
Allocation of these resources is based on the size of each community and rates are established for the Consortium as a whole. These professionals are the builders of the programs while member staffs are the users.

MGP, Inc. is the primary service provider to the GIS Consortium. Its founder Tom Thomey introduced the concept of a public/private partnership in 1998. This idea has evolved into the GIS Consortium.
